Add-ons: htuMaxParticles plugin

This simple plugin is intended to solve a small problem with X-Particles: that currently there is no way to set the maximum number of particles allowed in a scene.

Suppose you need the number of particles in a scene not to exceed a maximum level. You can use shot or pulse or trigger mode to emit a fixed number of particles but what if some
are destroyed during the animation and you need to emit more to make it back up again?Or you want to use rate mode to emit every frame until you’ve emitted a specific number of particles?

There is no way to do that in the current version of X-Particles. That is the purpose of this plugin.
